- GET /api/users - 전체 유저 목록 (admin only)
- PATCH /api/users/:id/role - 권한 변경 (admin only)

서버 시작 시 ADMIN_USERNAME, ADMIN_PASSWORD 환경변수 기반으로
admin 계정이 없을 경우 자동 생성 (이미 있으면 스킵)
