docs: fix docking spec issues from review
- Add panel name registry (names Vec)
- Cache layout results for draw_chrome
- Track prev_mouse_down for click detection
- Add invariants (non-empty tabs, active clamping, resize priority)
- Add LeafLayout and ResizeState structs
